I have the honour to inform you that Mr. William Russell whose appointment as a Government Marine Surveyor was reported in Sir Matthew Nathan's despatch No.319 of the 17th August, 1904, will retire on pension on the 3rd October, 1932.

Mr. Russell's retirement will leave vacant the

post of Government Karine Surveyor of which the salary is 3860 to 1100 by 140 annually, and I propose subject to your concurrence to appoint to the position the Senior Assistant Marine Surveyor Mr. William Osborne Lambert, A.M.I,N.A., M.I.ME 3. Er. Lambert's appointment was reported in Sir Henry May's despatch No.298 of the 19th September, 1917. He has on two occasions acted as Government Marine Surveyor, he has excellent professional qualifications and in addition he underwent in 1929 a special course of training under the Board of Trade. I consider him to be in every way a suitable

candidate for the appointment.

4. It is not proposed at present to take any steps to fill the vacancy for one assistant Covernment Marine Surveyor which will result from the promotion of Mr. Lambert.
